摘　　要：构建社会主义和谐社会是政府的责任,政府应在其中发挥主导作用。但是,目前我国政府的社会管理和公共服务能力同构建和谐社会的要求还有一定差距。因此,政府有必要采取切实有效的措施以加强自身建设和实现治理模式的转型,不断提高构建和谐社会的能力。Government should play a leading role in building socialist harmonious society as it is one of its responsibilities. But at present our government＇s social management and public service abilities still have disparity with the request of building a harmonious society. Therefore, it is necessary for the government to take effective measures to strengthen its self-construction, to transform its governance patterns, and to enhance the ability of building harmonious society continuously.
