摘  要:从水资源可再生性出发,在构造水资源可再生能力指标体系的基础上,建立了包括水资源可再生能力指标体系、生态环境用水优先的水资源开发阈值评价指标体系和水资源可再生性维持即可持续利用指标体系3个层次及单位面积水资源量等14个评价指标的水资源持续利用指标体系。并利用均方差决策方法,对黄河流域16个二级分区的水资源持续利用情况进行了定量评价。Index system of water resources sustainable utilization was designed in this research based on the renewability of water resources and index system of water resources renew ability. This index system includes three levels:the first level is about the renew ability of water resources; the second one is concerning water resources exploitation threshold in which eco-environmental water use has priority; the last is on the sustainable renewability of water resources, namely it is index system of sustainable utilization. On the basis of the index system and the reality of the Yellow River Basin, mean square deviation decision- making method is used to assess water resources sustainable utilization of the sub drainage areas of the Yellow River Basin, and the assessment result is also presented, too.
