摘　　要：2006年是“十一五”规划的开局之年,结合我国当前能源供需实际,论述了新时期电力需求侧管理(DSM)及其当前工作重点；提出了政策法规、组织机构、激励政策及融资建议：结合江苏能效电厂项目,提出了DSM长效机制建设问题。2006 is the beginning of the 11^th five-year-plan. Combining the situation of energy supply and demand in our country now,the paper discusses power DSM and current key emphasis in work in new period. And the paper supplies some suggestions about policies and regulations, structure, incentive policy and financing. Combining the item of Jiangsu energy efficiency power plant, the paper gives the problems about DSM long-term mechanism construction.
