摘　　要：我国区域经济发展中,出现了中部塌陷,而人才东流和教育投资不足造成的人才资源短缺是塌陷的主要因素之一。因此,为了阻止中部塌陷,促进中部崛起,必须防止人才外流,利用好现有人才;加大教育投资,大力开发本地人才资源;不惜代价,引进外来优秀人才;送出去,培养造就新人才;实施人才合作战略,使各类人才相得益彰。In the development of the regional economy of our country there appeared the collapse of the middle part, The shortage of tal- ented persons caused by eastern - flowing of talented persons and scarcity of education investment is one of the main reasons for the collapse. Therefore, to stop the collapse of the middle part and promote the rising of the middle part, we must prevent talented persons from leaving, make full use of the existing human resources in the middle part, increase education investment to develop native talented person resources, fetch in talented persons from other areas at any price, send out and cultivate new talented persons, implement the strategy of cooperation among talented persons to make all kinds of talented persons bring out the best in each other.
