摘　　要：国有资产流失犯罪给我国国民经济的发展造成了巨大的损失,成为我国经济、政治安全的巨大障碍。从对我国国有资产流失犯罪的原因分析入手,提出双层国有资产流失犯罪抗制模式的构想,强调从国有资产监管体系的完善和国有资产法律体系的完善两个层次构建我国国有资产流失犯罪的预防控制体系。The loss of State Owned Assets （SOA） crime causes tremendous losses to the development of national economy and becomes the huge impediment to the economic and political security of our country. This article begins with the analysis of the causes of SOA loss crime, and then points out the conception of double-layer mode of prevention and control of the SOA loss crime, which strengthens that the system of prevention and control of SOA loss crime should be constructed from the double levels of the perfection of State Owned Assets supervision system and SOA legal system.
