摘　　要：本文从审视新建本科院校发展过程中的理论与实践问题入手,阐述了新建本科院校的办学理念、办学定位与办学特征。Starting with examining closely the problem ot theory and practice in the development ot newly-established colleges and universities, the conception, orientation and features for running newly-established colleges and universities are expounded in this paper.
