摘　　要：高校要认真贯彻《实施纲要》,坚持标本兼治、综合治理、惩防并举、注重预防的方针,建立健全适合高校特点的教育制度监督并重的惩防体系,加强党风廉政建设和反腐败工作,提高高校党委的领导能力,促进高等教育改革的发展与稳定。Colleges and universities must carry out the Enforcement Regnlations carefully with the ideas of fighting against crime by looking into both its phenomenon and cause, take measures of all - around management,punishment and prevention,which will help to build a better system of supervision and improve the measures against corruption in the Party. Meanwhile it will help to develope higher education.
