落实城市公园在城市防灾体系中的作用——以北京曙光防灾公园设计方案为例

摘　　要：通过分析我国面临的城市安全问题,提出有必要健全城市公园绿地的防灾避险配套设施。在确保公园日常生态、景观、游憩、文化功能发挥的前提下,确定合理的灾时避灾人口容量,完善场地竖向、植物种植及园林建筑设计,确保公园内应急指挥中心和棚宿区的给水、排水、环卫、消防、物资供应、供电及通讯系统的正常运行。从公园设计方案入手,解决好公园平灾功能转换,提高全社会的参与意识,是落实公园在城市防灾体系中作用的重要举措。After analyzing the city safety problems faced by China, it is put forward that perfecting the facilities affiliated to urban green space aiming at reducing disasters and avoiding danger is necessary. While ensuring the fundions pertinent to ecology, landscape, recreation and culture imposed by parks is normal, it is indispensable to consider reasonable population capacity during disasters. Meanwhile the design of site engineering, planting and landscape building must be optimized. Moreover, water supply, drain system, environment hygiene, fire safety, material supply, power supply and communication system for emergency shelter must be operated smoothly. Setting about the job from the planning of parks, dealing with corredly and skillfully functional exchange of park belween normal life and disaster and reinforcing participating awareness of people from all walks of life are also very important. Based on all the means illustrated in this paper, the power exercised by urban park in urban system for reducing disaster can come into operation.
