摘　　要：针对中国高等教育建设发展面临的形势与任务,按照科学发展观的要求,分析阐述发展高等教育应当树立和坚持的基本观点。高等学校在事业发展中要树立和坚持科学的人才观、正确的质量观、以人为本观、求实的创新观、协调的发展观,以实现人才培养目标,提升学校的整体水平和办学实力。In view of the current situation and task that the construction and the development of our higher education are facing, according to the request of the thought of scientific development, the article analyzs and narrates the basic ideas that should be established and persisted in developing the higher education. The university and college must establish and persist in the scientific concept of talent, the correct concept of quality, the concept of human- centeredness, the factual innovation and the outlook of harmonious development in developing the undertaking in order to achieve the goal for cultivating talents and promote the whole level of the university and the real strength in running a school.
