摘　　要：在分析我国高校科技管理工作存在的共性问题的基础上,阐明了我国高校科技体制改革的必要性及原则思路,提出了创新高校科技管理体制的理论架构。Since the development of S＆T system reforms of Chinese colleges and universities lag behind the development of higher education, there are some system obstacles restricting the development of colleges and universities. With analysis of the common problems existing in the S＆T management, the necessity and principles of technical system reform were discussed and some suggestions to improve the reconstruction of technical management organizations were proposed.
