摘　　要：[目的]规范国际旅行卫生保健中心对境外人员体检记录的验证工作,维护检验检疫机构对外执法的公正性。[方法]评估申请验证的来华境外人员的健康状况,分析在审核工作中常遇到的问题,提出改进的建议。[结果]随着境外人员来华数量逐年增多,国内疫情传人的风险增加,检验检疫机构需要制定以下措施：(1)建立“境外医疗机构资质审核和认可制度”；(2)加强与中国驻外大使馆、海关的沟通与联系；(3)加快制定检验检疫验证审核的行业标准。[结论]进一步规范境外医疗机构,统一各地保健中心验证审核工作,才能切实发挥保健中心在保障国家公共卫生安全、维护旅行者健康中所起到的至关重要的作用。Objective To regulate and standardize the verification procedures at ITMC and to maintain equity when inspection and quarantine authorities are enforcing related laws and regulations. Methods 1. The health situation for foreigners and overseas Chinese coming to the Chinese mainland was assessed. 2. The solutions to major problems during the inspection and quarantine works were analyzed and discussed. Results With the increasing number of foreigners and overseas Chinese coming to the Chinese Mainland, there was an increasing risk for the importation of overseas epidemics, thus posing more difficulties and challenges for the inspection and quarantine works. The following measures were suggested for local inspection and quarantine authorities： 1. To set up ＇the Standards of the Overseas Hospitals＇ Qualification Certification＇. 2. To enhance contacts and links with overseas Chinese Embassies and the China Customs. 3. To accelerate the draft of operating standards for the verification industry. Conclusion In order to guarantee CIQ＇ s role in protecting the country＇ s sanitation system and safeguarding the health of both Chinese and overseas residents, there should exist standards for overseas hospitals, as well as unified operating standards for all the International Travel Health Care Centers in China.
