摘　　要：文章着重阐述了国家重点实验室开放基金的专业特性和管理特性,并通过与国家自然科学基金在管理上的对比,指出了国家重点实验室开放基金在管理上的不足之处,并对它的管理提出了自己的建议.The paper majorly expounded the characteristic of speciality and management on State Key Laboratory Open Foundertion and contrasted the management on State Key Laboratory Open Foundertion with the National Natural Science Foundation. Through the contrast between two kinds of managements, the paper pointed out the defect of Open Foundation management and gave some suggestions on mangement of Open Foundation.
