摘　　要：反补贴法在其诞生后,经历了从国内法向国际规则的发展过程,WTO的《补贴与反补贴措施协定》是目前对补贴和反补贴行为最有影响的国际规范。尽管该国际规则经历了一个由粗陋到精细、由宽松到严格、不断科学化的发展历程,但还仍存在许多重大缺陷,需进一步完善以更好地促进公平自由的国际贸易秩序。The countervailing law has developed gradually from civil law to international regulation since it was made.At present WTO subsidy and countervailing measures agreement is the most popular international regulation that regulating the behaviour of subsidy and eountervailing Ahhough the regulation ex erienced a continualing scientific developing course which is from coarse to , exact and from loose to strict,it still exists many serious defects,And this system is waiting for tile further completion to make the international trade order be more fair and fiee.
