浅议行政许可法律制度的实践意义

摘　　要：《中华人民共和国行政许可法》于2003年8月27日在第十届全国人民代表大会常务委员会第四次会议上通过,自2004年7月1日起施行。该法施行以来,得到社会各界的广泛认可,但在实施过程中出现了-些问题,同时也存在一定的争议。行政许可是一把双刃剑,它是一种对经济、社会事务进行事前管理的重要手段,但如果这种手段使用不当、过多过滥,就会妨碍正常的经济、社会秩序,而且使老百姓不堪重负。The administrative permissive law passed on 27 August,2003 in the standing committee of the Tenth National Peoples Coagress has been enforced since July 1,2004.Though the law has been acknowledged by all walks of life,It has resulted in some problems and certain dispute somehow the administrative pemisive law is a two-blade sword.It is an important administrative means in advance in business and social effairs on one hand, any improper usage or abuse of it may disorder normal economy and society and impose unbearable heavy burdens on the masses of people on the other hand.
