摘　　要：公共政策主体主导着公共政策的制定、执行乃至调整。政府、政党、利益团体、公民以及大众传媒作为当前最为主要的几个政策主体,都从不同的角度通过不同的方式对公共政策的制定和执行施加不同程度的影响。不同的政策主体亦会通过各种途径以不同的方式影响公共政策过程。公共政策参与方式就是这些不同方式的有机结合,这是现代公共决策系统的重要组成部分。The subject of public policies influences the formulation, execution and even the adjustment of public policies and government, parties, interest groups, citizens and the mass media, as the main policy subjects, can to different degree inflict some impact on the formulation and execution of public policies from different angles and through different means, so, the subjects of different policies can also influence the function course of public policies through various approaches, and the participation patterns of public policies are the result of the organic integration of those different approaches which are the important parts of modern public policy system.
