关于惠州市城市总体规划若干问题的探讨

摘　　要：“撤市(县)设区”、外延拓展后的新市区往往不再是一个城市,而是一个城市组合,一个以中心市为核心,带动周边地区发展的“城市区”。对于行政区划调整后的惠州市区,原来针对单一城市的城市总体规划编制与审批办法已不能适应新一轮惠州城市总体规划的要求,应鼓励城市内部各级政府积极参与各个层次总体规划的编制,建立分级审批、多层次的城市总体规划体系。A new city zone established through the ＂canceling of cities （counties） to set up regions＂ and through expansion outwards is no longer a city, but a city combination or a ＂city area＂ driving the development in the surrounding areas with the central city as its core. After the adjustment of the administrative division of the city area of Hulzhou, the method for working out the urban master plan and its approval can no longer meet the needs in the new master plan for Huizhou. Therefore It is necessary to encourage governments at all levels to take part in the preparation of the master plan at different levels and set up a multllayer city master plan system with approval at different levels.
