摘　　要：在我国,乡镇卫生院具有公益性,同时也具有营利性。在长时期的改革中,由于其经营和管理机制滞后于改革步伐,导致其陷入了重重困境。乡镇卫生院要走出困境,政府必须做到:坚持“保”的思想,集中精力加强乡镇卫生院建设;坚持“放”的思想,大力兴办乡镇医院;坚持“退”的思想,循序渐进地实行“市场化”改革。Township public health centres in the country are in both public - good and profit - making nature. At presert, the centres fmd themselves in a tight comer owing to the backwardness in their performance and management mechanism. To help the centros to extricate themselevs from the difficult position, the government should adhere to the concept of ＂protection＂, making efforts to develop these health centres, to the concept of ＂decontrol＂, making efforts to set up township hospitals, and to the concept of ＂retreat＂, making market - oriented reform step by step.
