摘　　要：目前目标管理受到高校的广泛关注,为科学有效地实施高校院(系)目标管理,作者探讨了高校院(系)目标管理的要素和路径。其中,要素包括五个:目标制定、目标实施、院系考评、奖惩和反馈,而路径是上述五个要素在实际工作中的依次具体展开。The management by objectives （MBO） gets extensive concern from universities at present. To implement MBO of colleges or departments in a university scientifically and effectively, this paper studies the elements and paths. There are five elements, including objectives making, objectives implementing, colleges or departments assessment, rewards and punishments and feedback. The paths are the sequential and concrete execution of the five elements,
