摘　　要：我国现实国情和经济社会发展战略需要高等教育的大众化发展,高校收费制度的实行则引发贫困家庭子女上学难和新的高等教育机会的不公平。以国家助学贷款为主体、多种形式相结合的高校贫困生资助体系是我国高等教育大众化发展的重要支撑。高等教育大众化理论和高等教育收费理论是我国高校贫困生资助体系构建与完善的逻辑起点和重要诱因。高校贫困生资助体系的构建与完善则蕴藏着这两大理论科学内涵的客观要求。The massification of higher education is decided by the realistic national conditions and the strategic demand of the economic and social development of our country. Charging for higher education has made it difficult for those students coming from poor families to go to college and causes new unfair opportunities in higher education. The aid system for poor undergraduates that relies on national student loans mainly and other various aid forms is the important support to the popularization of higher education in our country, The theory of popularization of higher Education and the theory of charging for higher education are the logical starting point and the important inducement. The construction and perfection of the aid system for poor undergraduates contains the objective request of the two important theories.
