摘　　要：本文在简要介绍土地利用规划发展历程基础上,提出上一轮土地利用规划存在的问题,并由此引出对新时期土地利用规划修编的新思考。研究表明,作者提出的规划修编新思考对促进地方社会、经济、生态的全面发展有十分重要的意义。On the basis of introduction of phylogeny of land use planning, the article points out the problems of last turn land use planning, then educes the new thoughts for new period land use planning. With it, it could promote the comprehensive development of society economy and ecology.
