摘　　要：中国经济的持续增长,对自来水产业的要求不断提高,自来水产业运行机制及政府管制体制存在的问题造成了该产业目前的尴尬状况;自来水产业市场化与产权多元化是该产业进一步发展的必然选择;在产业政策方面,要建立合理的水价形成和监管机制,实行激励性规制,改革投资体制,拓宽投资领域。The development of Chinag economy need a well developed running water industry. However, problems in this industry＇s operating mechanism and the government regulatory system have caused the dilemma the industry is facing. Liberalization and diversification of property right are necessary for the development of running water industry in China. At the same time, policies should be made to facilitate the formation of a more reasonable system of pricing and supervision, incentive system should be established, and ultimately investment system should be reformed.
