摘　　要：文中从理论和实践方面对《全国水资源总体规划技术大纲》水资源评价部分的一些规定及具体方法提出了看法,如年降水径流关系真的发生变化了吗?如何鉴别这一变化?这一变化是如何发生的?以及如何处理这一变化?河川径流水资源系列真的应该修正吗?From theoretic and applied approach, some opinions were raised on the water resources assessment part in Technical Program of National Overall Plan of Water Resources in the paper, such as whether any real change has been generated in the relationship between annual precipitation and annual runoff？ How to identify such a change？ Why such a change was took placed？ And how to process it？ Whether the surface water resources series have to be corrected？
