农地使用制度创新的发展趋势及保障体系

摘　　要：现阶段农地使用制度创新的发展趋势主要有制度创新方式的诱致性与强制性相结合,创新模式的多元化,创新手段的有效性,制度供需均衡性等。农地使用制度创新需要一些配套制度与宏观环境的保障,主要有工业化、城镇化的发展,农地租赁市场的完善,建立农村社会保障体系,破解城乡分割的二元社会体制等一系列相互关联的系统工程。At the present stage, major development of the farmland system innovation are mainly the combination of the inner drive of institutional innovation and the forcible measures, the variety of innovation patterns, effectiveness of innovation measures, balance of institutional supply and demand, and so on. Innovation of farmland system requires a set of safeguarding framework like development of industrialization and urbanization, maturing of farmland renting market, social security system for rural society, break-up of the division of the dual urban-rural system, etc.
