摘　　要：党的十六大以来,执政党建设理论达到了一个新境界。“三个代表”重要思想成为执政党建设的根本指导思想,党的先进性建设成为执政党建设的新内容,提高执政能力成为执政党建设的新要求,树立科学发展观成为执政党的新理念,构建和谐的全面小康社会成为执政党的新使命。Since the 16th National Congress of CCP, the theory of constructing the ruling party has entered a new stage. The thought of ＂Three Representations＂ has become the primary guidance to the construction of ruling party. The advancement of the Party has become a new content of constructing the ruling party. And the improvement of the ruling competence of the Party has raised a new requirement to the construction of ruling party. Thus, with a new idea of scientific development, the Party will be able to fulfil a new task to build a moderately prosperous and harmonious society in a comprehensive way.
