试点县医务人员对新农合定点医疗机构服务质量的评价

摘　　要：目的评价新型农村合作医疗定点医疗机构服务质量,为有关卫生主管部门制订政策提供科学依据。方法采用流行病学现场研究方法进行研究。结果163名医务人员对各级定点医疗机构医疗技术水平、医疗收费、总体满意度、医生可信度和卫生资源配置情况的评价分布差异分别都有统计学意义(P<0.001)。经非条件Logistic回归分析表明,医务人员喜欢选择县医院就诊的主要原因是县医院医疗技术水平高、随时都可以看病、医疗设备先进、药品配备齐全、总体满意度高等。结论各级定点医疗机构服务质量一般。建议有关卫生主管部门加快乡村两级卫生机构建设,加强县级医疗机构管理,建设诚信医疗机构。OBJECTIVE Through appraising the service quality of New-style Rural Cooperative Medical Care （abbr, NCMS） fixodpoint medical institutions, so as to provide scientific basis for the health competent departments concerned. METHODS We adopted Epidemiological Field Research method to study it. RESULTS There were respective statisticals ignificant differences （P〈0.001） between 163 medical staff＇s appraisal distributions of doctors, medical technical level,, medical charges, total satisfactory degree and the allocations of health resources among all fixed-point medical institutions. Through analyzing the data, by Non-conditional Logistic Regression Analysis, it indicated that the main reasons, which caused medical personnel to visit County Hospital, were as follows： Firstly, the doctors had high medical technical level. Secondly, the patient scould see doctors at all hours. Thirdly, there were almost all kinds of medicine what the patients needed; Finally, its total satisfactory degree was high, etc. CONCLUSIONS The service quality of every fixed-point medical institution was just common level. It was suggested that the health component departments concerned quicken the construction of rural health institutions, strengthen the management of county-level medical institutions and construct honest and faithful medical institutions.
