摘　　要：炼油厂的大检修期是油品储运系统安全、生产管理的特殊时期,保障安全主要从6个方面进行:①安全计划、安排落实到人,②掌握预检修设备的详尽资料,特别是多次改造后的设备,③加强施工队伍的管理工作,严禁不具备专业技术水平的民工上岗,④对检修工程进度统一指挥、加强联络,⑤重视盲板在检修动火中的重要作用,③严把工程交工验收关,不能因急于使用而忽略正常的验收程序。列举了由于忽视上述6点而造成的跑油、闪爆等事故的实例。The time between overhauls (TBO)of refinery is a very important cycle in safety and management for the oil product storage and transportation system(PST system). The six measures must be taken for maintenaning the PST system :(1) working out a safety plan,(2) knowing well the detail information of the pre-maintenance equipments, especially the equipments modified reversly, (3) improving the preparation of construction,forbiding unqualified persons to work,(4) planing a reasonable construction progress,and coordinating in integrity,(5) paying more attention to the important role of blind plate in dangerous work,(6)laying stress on the acceptance check so as to control the quality of construction. The cases of pipeline leak and explosion caused by neglecting the six measures above are introduced in the paper.
