摘  要:结合分布式能源冷热电联供(CCHP)系统在北京市的发展状况,重点探讨了其电力并网交易的问题。文中构建了CCHP系统并网的电价体系,提出了收取系统备用费的建议,探讨用会计成本和长期边际成本2种方法制定基本电价的计算模型。通过比较分析,认为采用长期边际成本定价的方法更能体现电网实际成本的增加,并以此模型来计算基本电价,按照北京电网的有关数据计算出了不同并网电压等级下的备用费收取额度。分析了CCHP系统的环境效益,最后提出了CCHP系统与大电网的并网交易模式和电价政策。In the light of the status quo of distributed generation of combined cooling and heating power (CCHP) in Beijing, this paper discusses the issues concerning the trading by interconnection. The electricity pricing system for CCHP interconnection is worked out and suggestions for the compensatory expenses of the reserve capacity of power system made. The long-term fiscal and marginal cost methodologies are discussed for calculating the basic price of power tariff. It has been found through comparison that the long-term marginal cost method should be adopted as it is more practical in showing the actual increase in the cost of grid. The data of Beijing Grid is used to work out the charging standard at different voltage levels of interconnection. This paper also estimates the environmental benefits of CCHP. Finally, suggestions for pricing policies and trading mechanism of CCHP are given.
