摘　　要：当前我国城乡人力资本形成差异是在城乡经济发展不平衡规律的作用下,传统城乡分治的制度性因素主导作用的结果。这种状况对我国人力资本存量的增长、城乡经济发展差距缩小和人力资本市场化形成机制都极其不利,因此有必要从制度角度对其进行有效地遏止。At present under the affect of the city and country＇ s economy development disequilibrium, the human capital＇s different forming between the town and country is a result which caused by the traditional institutes of dividing city and country into two parts. This will bring great harm to our human capital＇s increase, narrow the development gap between city and country, also to the market system of the human capital＇s forming, so we must contain this condition from institution reform.
