摘　　要：清末民国时期是秦东地区自然灾害的高发期。由于防灾抗灾手段落后,设施脆弱,能力低下;政府救灾职能弱化,救灾不力;官员腐败,各种势力借机为祸百姓,致使自然灾害频繁肆虐,给社会经济造成极为严重的破坏。Qindong area during the period of the Republic of china adn late Qing Dynasty is a place of natural calamities with high occurrences. It was due to the inefficient defense measures, poor devices and the incompetence of the government management; in addition, there were natural calamities caused by corruption and other forces,the spread which brought a serious consequences to the social economy.
