摘　　要：我国道路交通事故近年来一直呈上升趋势,道路交通安全形势十分严峻,针对此及安全管理体制存在的弊端,提出适合我国的交通安全管理体制、机制的框架和内容,在国家宏观管理层面上统筹考虑和解决中国道路交通安全问题,对减少事故,提高我国道路交通安全水平,应该是一种有益的尝试。Recent years, traffic accidents show rising trend in china, so the condition of traffic safety is still in severe. Aiming at the exist safety system＇s deficiency, it puts forward a traffic accident management system as well as its framework and contents based on standing at national position to consider and deal the problem. It is a beneficial attempt to reduce accidents happing and rise traffic safety level.
