影响中国纺织品服装出口的保障措施的比较研究

摘　　要：全球纺织品服装贸易配额制度取消1年多来,中国纺织品服装的出口并未迎来一个稳定的贸易发展环境.作为中国最主要的贸易伙伴,欧盟和美国频繁对中国的纺织品服装出口展开保障措施调查.本文研究了可能影响中国纺织品服装出口的几种保障措施,并对各种保障措施的适用范围、实施条件和限制水平等方面进行比较研究,认为保障措施是中国纺织品服装出口面临的一个长期问题.Chinese textile and clothing export hasn＇t been facing a stable and predictable trade environment since the final elimination of quotas. The EU and US, as Chinese main trade partners, had taken safeguard measures frequently in the past months of last year. On the basis of studying four kinds of safeguard measures on their application area, operation condition and limitation extent, the author pointed out that the safeguard measures would be a long-term problem which Chinese textile and clothing industry had to face.
