摘 要:基于工业固体废物的来源、特性、形态、规模和价值,探讨和提出了固体废物分类体系.依据有关固体废物的状态数据,就“九五”和“十五”时期全国工业固体废物和城镇垃圾的产生、处理、排放、无害化处理和综合利用的现状进行了统计分析,探讨了变化趋势和提出了全国工业固体废物与城镇垃圾的地域分异规律.从哲学、健康学和经济学层面上就资源废物化和废物资源化问题加以理性思考.对固体废物处理技术进行了对比分析,提出了加快固体废物减量化、资源化、无害化的建议.A classification system of solid wastes was developed based on their source, characteristics, speciation, dimensions and worthiness. The status of industrial solid wastes, city and town wastes in 1996 - 2005 years was stated and analyzed, including the comparing generation quantity, emission quantity, treatment quan- tity and comprehensive utilization rate. The charge trend of solid wastes was discussed and the regional laws of industrial solid wastes and city town wastes were developed. The problem for the conversion of source into waste and resource of waste was considered based on philosophy, healthy science and economics. The treatment techniques of solid wastes were compared and analyzed. Some suggests were developed for expediting reduction, harmless and resource of solid wastes.
