和谐社会背景下政府宏观消费政策的效应评价

摘　　要：本文基于构建社会主义和谐社会的背景,对政府已采取的一系列刺激消费政策的效果进行了深入的分析,指出由于客观方面、政策方面及消费者方面的三方共同作用而形成的“合力”,导致消费政策的实施效果与政策制定者的预期产生了较大的偏差。要改变这种局面,就需要站在全局的高度,用系统的眼光,综合运用各种手段。Based on the goal of constructing the socialist harmonious society, the paper gives a deep analysis of the effects of the series of consumption-stimulating policies which was adopted by the government, and it points that it is the resultant force which is formed by certain objective factors, policy-related factors and consumer-related factors that has resulted in the gap between the practical effects of the consumption policies and the expectation of the policy-makers. In order to change this situation, we have to look at problems all-sidedly, take a systematic view, and use a variety of ways comprehensively.
