摘　　要：规划机构的组织形式与内部管理机制对于其在规划业务领域的角色具有重大影响,城市规划编制研究中心的出现有其历史原因,但它并不能彻底解决当前面临的进一步发挥城市规划政策职能的问题。the organization form and internal administration system of the planning institute have a great influence on its role in the urban planning profession, The appearance of urban planning formulation and research center has its historical background, but it can not totally resolve the problems of further exerting the function of urban planning as a policy.
