论河北坝上高寒半干旱区生态-经济兼顾型农牧结构调整策略

摘　　要：坝上高寒半干旱区是包括冀西北及内蒙、山西雁北地区的特殊经济生态类型区。经过近6年的“一退双还”工程建设,生态环境有所改善,但该区仍是国家重点扶持的贫困区。通过对坝上高寒区沙质栗钙土的土地资源进行生态-经济兼顾型农牧业结构的调整的依据分析以及大量调查和实证研究,提出了旨在实现“更换作物,集雨高效;以农养牧,农牧结合;良性循环,资源持续”的农牧业可持续发展的技术策略。Cold semi - arid region with high elevation of Bashang which includes Northwest of Hebei, North of Shanxi and Inner Mongolia is a region of a special eco- economic type. Since the implementation the project of reducing cultivated land to plant forest and grass six years ago, the environment had been improved to a certain extent, but it has still been an poor place that the government assist. How to exploit moderately and utilize effectively the land resource with sandy soil, and carry out farming and husbandry structure regulation with the eco- economic type, the paper put forward the strategy of sustainable agriculture development in order to realize the coordination and sound cycle of farming and animal husbandry after lots of investigation and case study.
