摘　　要：从公民财产权与政府行政权平衡的视角,对南方集体林区如何实现林权安全性进行研究,介绍了行政征用权设立的历史背景和理论基础,分析了南方集体林区行政征用制度存在的缺陷,提出了行政征用制度改革的主要内容为:①改革林地征用制度;②建立公益林征用(管制占用)制度。In studying the safety of forest fights in collective forest area, south China, we must be from the perspective view of balancing citizen property rights and government Administrative power. This paper introduced the historical background and theories foundation of establishing administrative eminent domain, analyzed main problems of administrative eminent domain system in collective forest area, south China. And put forward to main contents of reforming administrative eminent domain system. The main contents are as follows：①the system of taking over the forest land should be reformed; ②the system of taking over public beneficial forest should be established.
