摘　　要：构建信息社会的电子政务是近几年国内外发展的一个热点,但目前电子政务建设缺乏高效的框架标准。本文在介绍MVC(Model-View-Controller)模式的基础上提出了一个完整、高效的框架体系,并详细阐述了Struts构架的体系结构和基本原理,为政府构建电子政务系统提供了理论基础和技术支撑。Constructing E-Government systems in the information society has become a hotspot over the world in recent years. However, there lacks efficient framework criteria for the construction of E-Government so far. Based on the introduction of MVC pattern, this article brings forward a complete,efficient framework system and describes in detail the architecture and principle of Struts framework. It provides governments with theory and technology support.
