辽宁省农村科技现状分析与发展建议

摘　　要：在调研的基础上,论述了改革开放20多年来辽宁农业科技创新、科技成果转化和技术推广等方面所取得的显著成效;分析了辽宁农村科技发展中还存在着农村从业人员文化和科技素质较低、农村科技体系不完善、资金投入不足、创新实力不强和科技成果转化率不高等问题;在统筹考虑农村科技问题基础上,提出了完善以政府为主体的多元化农村科技推广体系,建立新型农民职业教育体系、农业科技示范体系和农村科技领导体系,形成以政府投入为主导的多元化农村科技投入体系等,为科技真正在建设社会主义新农村中发挥核心作用提供参考。The rural science - technology, achievement development of Liaoning province has had marked success in agricultural science - technology innovation, science - technology achievement transformation, establishment of a comprehensive system of agricultural education, agricultural technological research, agricultural technological popularization and improvement of farmers＂ science - tedmology level and their own quality. On a basis of ample investigations and studies, this paper analyzes new problems in rural science - technolgy development of Liaoning province, discusses the origen of such problems as the relatively low cultural and science - technology quality of the employed in rural areas, imperfection of rural science technology system, and inadequacy of agricultural science - technological investment in particular,and puts forward a series of countermeasures,completely new managemental concept and reform measures, in particular,in such aspects as dealing with rural science - technology problems in an overall way, constructiing a scientific rural science - technology leadership system, and establishing a government - investment - based multi - faceted rural science - technology investmest system.
