摘　　要：建立健全社会信用体系是市场经济正常运行的基础之一。本文从信用的道德含义和法律含义入手,论述了建立健全信用体系的难点、做法和应注意的问题。The establishment of a sound social credit system is one of the foundations of the normal operation of the market economy. The article points out the difficulties and practical means and concerned issues of constructing social credit system from the meaning of credit about the moral and legal aspects.
