摘　　要：本文着力探讨网络教育技术背景下如何有效利用网络资源，开发大学英语听力WebCT学习平台，培养听说读写能力，并以“交际”、MSN即时交流工具为纽带，试图构建“基于WebCT学习平台的听力主题教学设计框架”，对大学英语听力课的教学改革具有重要意义。This paper mainly explores methods of making effective use of web resources under the background of web educational technology building an on-line learning environment in which students learn to improve their skills of speaking, listening, reading and writing with the support of WebCT （web course tools）.
