摘　　要：目前中国多数旅游规划不重视或不能解决好旅游利益相关者间的利害关系,导致旅游规划中有许多不协调的内容,可操作性不强。在前人研究基础上重新划分旅游规划中的利益相关者类型,分析各利益相关者间的关系,针对目前我国旅游规划中存在的问题,提出构建旅游规划优化模式的措施,并结合桂林市旅游发展总体规划进行实证分析。At present,most of the traveling plans in China neglect or cannot solve the problems between stakeholders which lead to disaccord of contents in traveling plans. Therefore, the operability of the plans is very weak. Based on previous studies, the paper proposes the measures in optimization modes of traveling plans by reclassifying the types of stakeholders in traveling plans, analyzing the relationships between different stakeholders, and aiming at solving problems in traveling plans in China. A demonstration is made based on the general planning of the development of traveling in Guilin.
