摘　　要：通过分析环境污染的危害性,提出了开发基于W eb G IS的污染源预警及应急系统的必要性。介绍了此系统的需求目标,在此基础上阐述了系统的体系结构、数据组织方式以及系统主要功能。Through analyzing the dangerous of environmental pollution, the paper brings forward the necessity of setting up an emergency preparedness and response system of urban pollution source based on Web GIS . After introducing the design destinations ,this paper presents the model of the structure and the organization of data and the function of this system.
