绿色国民经济核算的国际比较及借鉴

摘　　要：改革传统的国民经济核算体系,建立绿色国民经济核算体系和绿色GDP核算制度是科学发展观的客观要求。本文首先系统讨论综合环境与经济核算体系(SEEA)、环境与自然资源核算计划(ENRAP)、欧洲环境的经济信息收集体系(SERIEE)和包括环境账户的国民经济核算矩阵体系(NAMEA)等国际上重要的绿色国民经济核算体系。其次,比较研究这些体系,认为SEEA2003不仅涵盖各体系的优点,而且在理论上满足对国民收入调整的要求,从而获得诸如绿色GDP等与福利一致的指标。最后,本文从我国国情出发,借鉴国际经验,提出我国建设绿色国民经济核算的主要任务。Reforming conventional national account framework and establishing green national accounting are the requirements of scientific viewpoint of development and building a harmonious society. Firstly, this paper discusses the frameworks and contents of main green national accounting systems in the world,including SEEA, ENRAP, SERIEE and NAMEA. Secondly, it compares these green systems of national accounting and thinks that SEEA is suitable for most countries and what China can draw on in building its green system of national accounting. Finally, based on situations in China,the paper points out the tasks of chinese people in establishing a green national accounting system.
