摘　　要：评标是工程项目招投标的核心和关键环节。针对综合评标法在实施过程中存在的问题,建立了评标专家系统BEES,并对系统的结构和功能进行了初步设计。鉴于BEES的推理过程为不确定性推理,为此建立了不确定性推理机制,旨在对评标专家系统的建设和应用有理论和实际的参考价值。Bids evaluating is the key step in project bidding. This paper analyses the problems in the execution of comprehensive evaluation method and develops bids evaluating expert system. The structure system and function system are also designed primarily. This paper also sets up the fuzzy reasoning mechanism for the system. It is hoped that this paper is helpful to develop bids evaluating expert system in theory and in practice.
