中国创业投资国有模式的缺陷及政策建议

摘　　要：世界经济发展已步入知识经济时代,知识密集型产业已成为知识经济的支柱产业,成为经济可持续发展的推动力,成为一个国家取得长期国际竞争优势的决定性因素。创业投资正是知识经济的重要支持体系,高科技成果的商品化、产业化离不开创业投资。在分析了我国创业投资国有模式的缺陷后,指出私募基金模式、政策性引导基金模式与外资模式是三种可行的创业投资模式,这三种模式将有效地克服国有创业投资模式所存在的缺陷,并将创业投资的作用充分发挥出来,保证经济体系能够得到充分的创新和创业企业发展的支持,促进经济的可持续发展。Our world has entered into information economy era. Information-intensive industry has become the mainstay industry of information economy, the engine of economic sustainable development, the crucial factor of the long-run international competitive advantages of one country. Venture capital is the important sustainable system of information economy. The commercialization and industrialization of high-tech achievements can＇t survive without venture capital. After the analysis of the disadvantages of state-owned venture capital pattern, this paper points out that private fund pattern, policy introduced fund pattern, and foreign capital pattern are three feasible venture capital patterns. The three patterns will overcome the disadvantages of state-owned venture capital pattern. They will demonstrate the functions of venture capital and guarantee that the economy system can get enough innovation and venture enterprises to support and facilitate the e- conomy to develop persistently.
