摘　　要：围绕对地方政府财政科技投入的绩效评价工作,从现实背景、理论思考、基本观点、进度安排、实施要点、关系处理等诸多方面,进行了工作思路分析。为地方政府财政科技投入绩效评价工作的开展提供先期的理论准备,也为开展进一步实际评价提供前期工作预想。The evaluating object of this article is the performance of local governament financial investment in Science and Technology （S＆T）. In this article,the background,theory,schedule,principle and relation are put forward. This paper can offer a suit of theory foundation and assignment counterplan for local government engaging performance evaluation task.
