摘　　要：公共精神是决定公务员精神的重要因素。公务员公共与私人的二重角色导致“为公”与“自利”的博弈。良心是道德存在系统的内核,是公务员公共精神的道德根基。《中华人民共和国公务员法》为行政公共精神诉求提供了法律保障。在努力构建服务型政府的背景之下,争做公共精神的实践者与弘扬者是每一位公务员的价值所在。The public spirit is the overwhelming factor that determines the spirit of pubic service. Public service＇s dual roles as a person serving the public and an individual who has self-interests can lead to the conflict of public and private interests. Conscience is the kernel of ethie system, and the moral ground of public service＇s public spirit. Law of Civil Servant ensures the pursuit of public spirit of administration. In the settings of establishing a serving-oriented government, the value of every public service lies in putting the public spirit into practice as well as propagating it .
