摘　　要：分析了城市边缘区存在的各种贫困人群,并阐述了由贫困引发的治安、教育、人口健康、贫富差距悬殊等社会问题。从人口本身及政策制度等几个方面总结出产生各类贫困人群的原因,如缺乏职业技能、缺乏观念引导、缺乏保障措施等。通过归纳与总结提出完善各项政策制度、提高人口素质、完善社会保障等解决措施。This text analyses various kinds of poverty crowds that the district of city fringe area exists, and has described social problems which are caused by poverty such as public security, education, people＇s health, big gap between rich and poor. Then the authors summarize the reasons which produce all kinds of poverty crowds from population and policy system respects, such as lacking the vocational skills, lacking the leading idea, lacking the guarantee measures, etc. and proposes the measures, such as perfecting every policy system, improving quality of the population, perfecting the social security, etc.
