摘　　要：政策性金融支持农村产业结构优化调整是一个战略问题。第一,由于结构调整兼备国家宏观经济发展和地方微观经济增长的双重性质,因而政策导向与市场导向是调整结构的两种必需手段。第二,由于农业本身是低收益率、高风险产业,其社会效益在一定程度上高于经济收益,故市场失灵在一定程度上是值得关注的,政策导向应优先于市场导向。第三,由于商业性金融的趋利性与农村产业的弱质性、风险性存在矛盾,在金融领域的政策导向直接体现为政策性金融的支持。文章认为,作为以弥补市场缺陷、体现政府意图不以追求自身利润为主要目标来配置金融资源的政策性金融,在当前促进农村产业结构合理调整及优化升级意义重大。对此,本文重点对农村产业结构调整与农业政策性金融支持相关性问题进行理论探讨和实证分析,并在制度设计上提出一些建议和看法。The functions of policy finance in rural industrial structure adjustment are a strategic issue. Firstly, since structural adjustment relates to national and regional economic growth, both policy and market orientation are necessary methods. Secondly,given the low return and high risk of agriculture,market failure exists,and policy orientation is a leading factor, Thirdly,policy finance is the direct measure of policy orientation for rural industrial structure adjustment. This paper studies the theoretical and empirical issues of rural policy finance,and generates some policy suggestions.
