摘　　要：本文以分析土地利用现状作为合肥市土地利用战略研究的基础,重点分析土地利用问题及其原因,进而用科学发展观作为航标对合肥市土地利用战略进行具体定位,同时还需进一步完善相关土地利用与管理机制,以此来保障土地利用战略在规划中的有效实施,从而提高新一轮规划在实施过程中的科学性与可操作性。This article analyzes the present situation of land utilization which is used to be taken as the foundation of land utilization strategic research in Hefei city, especially analyzing the questions of land using and its reasons. Then it carries on the concrete localization to the land utilization strategies of Hefei city with scientific development view as the navigation aid .At the same time it is necessary to further consummate the correlated mechanisms of land utilization and management to guarantee the land utilization strategies can be effectively implemented in the planning to enhance the scientific and operational nature in the implemented process of new planning.
